Some of those things are from way back in 1945, when Agent Peggy Carter captured sadistic HYDRA scientist Dr. Reinhardt as he was experimenting with the alien obelisk and how it affected people. She locked him away for, what she thought was forever. But he was able to use his HYDRA influence to get out and use his experiments to make himself younger and even more dangerous.
